SCOPE OF SERVICES

The nation's leading local health department seeks one (1) motivated Programmer Analysts II

to join its award-winning, innovative technology team to implement enhancements for NYC

DOHMH’s core IT initiative - the Electronic Disease Reporting Infrastructure (eDRI), a system to transform, classify and standardize electronic reports for mandate diseases and conditions and

deliver to downstream registry/surveillance systems. eDRI is an in-house developed application,

maintained and hosted at NYC DOHMH. The New York City Department of Health and Mental

Hygiene’s (DOHMH) is responsible for sending and receiving reports from over 100 various

healthcare and laboratory institutions and over 5,000 individual reports daily. The eDRI

Programmer Analyst II will support all aspects of the application design and development,

including but not limited to: technical design, architecture, development, implementation and

technical documentation.

MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory skills will not be considered.

Candidates should have extensive experience, at an expert level, with the following concepts/

technologies: Java 5/6, Struts 2, Spring, XML, AJAX, SQL Server 2005/2008, Web Services,

ebXML, WS-Security, J2EE application development (Java/JSP), XML, SQL, and SQL

2005/2008 Server. Candidates should have several years of experience in design, analysis, and

programming Java applications based on Strut2 technology.

Minimum of four (4) years experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid- range, personal computers, laptop; available to assist and/or

lead in the design of program specifications and the implementation of software solutions.

DESIRABLE SKILLS/EXPERIENCE: - Note: candidates who do not have the mandatory skills will not be considered - A "hands-on" Developer with a proven track record of progressive experience, teamwork and technical skills Strong technical vision with effective people skills to allow close work with coworkers and senior management Ability to manage multiple complex projects for internal and external customers Innovative and creative problem solver, who is results oriented, has an aptitude for learning and can maximize resources while possessing a sense of urgency.
